The spend per head would certainly increase, but the cash would not go to local communities.
It would go to large corporate entities, many of whom are not Bali based and may also have involvement by Government players.
The "walled resorts" encourage spending inside the wall.
A better solution would be to work more on developing other Indonesian destinations in much the same way as they have tried with Lombok.
The archipelago has much to offer and plenty of room to spread the tourist focus that is currently largely fixed on Bali.
I hope that Bali does not become victim of its own success (any more than it already has)
