A report on Facebook, claiming to have entered Indonesia on 21/3/16 (presumably as an Australian Citizen) without paying a VOA would seem at odds with other reports.
The Indonesian Consulate in Darwin has been quoted as saying it had a few more hurdles to pass before actually being put into place.
If it is finally going to happen - it is likely to be some time away and not without internal opponents who are seeking to expand rather than reduce the free VOA list of countries.
You could die holding your breath for this to actually become reality.
