It's a bit self contradictory - not sure why we address things to customer service, when that's usually exactly what we didn't get!
No idea what the complaint is but I'd address 3 identical letters/emails to different (but relevant) senior dept heads and let each know who else has it. One should take ownership and at least should liaise with the others that they have done so.
...end of the day, customer services will still likely be the ones you get an answer from. It's their job.
