300k sounds a bit high for 3GB of data. You should have no problems finding someone on the street who will sell you and activate a SIM card for you. Remember all the SIM cards are still full sized, so the SIM will need to be cut down to fit in your iPad. Make sure they can do this first.

The other option is to go to the Telkomsel store at Mal Bali Galleria, it's a proper Telkomsel store not just a reseller. They have cut SIMs for me before and they will activate, load pulsa (credit) and help you select a plan that suits your requirements.

For 3GB / 30 days you should be looking closer to around Rp. 150.000-200.000 depending on which package you choose. The SIM itself shouldn't cost more than Rp. 50.000. If they are charging more than that you're getting ripped off. (In fact, in most other parts of Indonesia you can get SIM's for less than Rp. 10.000 but it seems to be a Bali thing to sell them at 50.000)
