I would be seeking answers from the Manager, explain that it is unacceptable, and has caused you to loose confidence in the security of the hotel. Was anything missing? Treat it as a serious breech of your trust in the hotel. What was their reason for doing this? What if your belongings had gone missing. Not good enough in my opinion.
