This means that you will have to go through the VOA and Immigration without it.
I see young families waiting to one side of the queues sitting on the carpet waiting for a family member to do the paperwork.
Never seen a stroller in the queue.
You may be able to get a sympathetic official to take you past the queues, maybe through the "non visa" desk (Asean countries)
Tell the kids that father Xmas had an accident......a few tears may help!!
