In Sanur we like Villa Puri Ayu (either a 1BR or 2BR Emerald Suite, depending on whether you mind the kids sleeping in the same room). Suites are alongside the pool, self-contained & have a spacious living/kitchen/dining area. We've stayed several times & wouldn't hesitate to go back.
A lot of people recommend the Paradise Plaza Suites for families for some of the same reasons mentioned above but, although I know my 8yo would love the waterslides, the location puts me off (friends absolutely love the place though). I like to be able to wander out the entrance of the hotel & find everything on your doorstep, not have to rely on a shuttle or taxi to get to & fro.
On your budget, in Kuta I'd probably recommend the Dewi Sri - they have very reasonably priced family rooms, with a sliding door between the kids & adults. Kids pool, right alongside the swim up bar :-)
