Yes, tourists to Australia are not covered by Medicare, unless they buy Medicare cover or come from a country with a bilateral agreement with Australia.
These bilateral agreements mean that Australian citizens are covered by their health cover in their country and their citizens are covered in Australia.
Australia and Indonesia do not have such a bilateral agreement.
