I arrived on the 0830 AA flight from PER and we sailed thru as there were no other international flights arriving around that time.
So one of the main criteria is if you have a number of international flights with passengers going thru VOA baggage collection and immigration/customs together.
What you can do is check the Bali airports website for arrivals for the day of the week you are to arrive and time and it will give you an indication of the amount of traffic at that time.
I think the actual process at the new terminal is not such a major factor.
