I have passed through the Kl LCCT ( Low Cost Carrier Terminal )quite a few times but not on the way to Bali. There was been no transit area for my flights to Vietnam & Hong Kong. The LCCT is on the opposite side of KLIA from the mainline carriers arrivals/departures area. It is a 20minute bus ride from the LCCT.
There are quite a few restaurants & fast food outlets. There is also a pay to use Lounge operated by viator. This is worth booking on line if you are laying over for 3+ hours.
