I haven't taken meat to Bali, but I regularly take meat to Singapore for friends that live there. I keep it chilled until the last minute then I put it in a zip lock bag, in another zip lock bag and put it in my checked baggage. Apparently its very cold in the luggage hold. The meat has always arrived cold. BUT that's Singapore NOT Bali.
