no. A few years ago a friend was going to backpack around South East Asia, first stop Bali. He planned to just buy his flights etc as he went along but in Australia, when he was checking in to his flight, they told him that unless he had another flight or ship ticket out of there, they would not let him in. He declined to buy another ticket and was on a plane to Darwin three hours after arriving in Bali.
