I use my phone for more than calls and texts in Bali - it does email, Facebook, I can look at the news online, check my bank balance and transfer funds etc. I can also google for phone numbers to book things while in Bali - restaurants, activities etc.
That is why someone would want their smartphone unlocked, rather than using a basic Nokia.
There's also the added benefit of being able to use your phone with another provider at home that may be cheaper when your contract runs out.
As for where - ask around at the places selling SIM cards. Most of them will unlock or have a friend who can do it.
