is ONLY if you call the taxi company on the phone in order to get the taxi to pick you up.
if they demand the 25,000 minimum, just point to the fine print on the sign and tell them to take you.
the thing is, MOST people pay a minimum of 20,000 anyway, just because they dont want to appear stingy. by demanding 25,000 they are just being short sighted idiots.
