We were just in Bali for 2 weeks and caught taxis (both companies) most days but only during daylight hours. All drivers we had automatically used their meter but I also tipped generously due to the low cost of the fare. I think that if you call a taxi instead of hailing one on the street then a minimum 25000Rp fare applies but its only $2.50!! On previous visits I found that taxis in the evening do refuse to use their meter and instead agree a fare but I suppose its a matter of supply and demand and for most of us it's still a minimal expense compared to the rest of the evening out.
