are regularly up to 30 minutes early & up to 10 hours late. Do you expect the driver to hang around the airport for that length of time to be there when you arrive. Most ETA's don't appear on the arrivals board until about 30 mins before they arrive. You need to pay for the service provided. Taxi drivers arrive at the airport & are allocated the job without waiting. The airport taxi's & the drivers are dirty, hot & usually smell of cigarette smoke.
