You just need to get yourself to the memorial and it's just 5 minutes from there.
If you are south of Jl. Melasti or thereabouts, walk that part of Legian Street till you get to the "split" where traffic goes either north or south.
Grab a cab going south and get off at the memorial (this avoids one potential hold up spot).
Walk down Poppies Lane 2 for a few meters, turn left at the Bagus pub and wander along the lane till you come to the Townhouses....easy.
