I made that assumption at a hotel a couple of years ago. They quoted in US$ and so I got US$ cash here when the rate was high. When I went to pay in US$ with the exact amount they seemed to freak out a bit and expected me to have the equivalent of US$2500 in rupiah cash on me - on arrival and fresh off the plane no less, lol.
They had the bill there, already converted into rupiah, so for some reason they converted it back to US$ at a different rate again - which meant that the cost came out US$10 less than the original quote. And they freaked out again that they didn't have a US$10 note to give me as change, lol. They started messing around with calculators to work out how much change it would be in rupiah and in the end I told them to just not worry about it.
I have heard of other hotels refusing to take US$ cash even though that's what the rate was quoted in, so it would be worth emailing them ahead of time to make sure.
Any electronic payment will always be converted to rupiah first though, no matter what currency they quote in originally.
