According to the article as of January 13 it was 52% completed with the physical build due for completion in May. I know things can happen fast when they want it to but that would seem pretty optimistic to me. That said the Indo government wants it ready for the APEC summit so anything is possible - I just hope that they don't use too much paper and string to cover up the rush job.
