Mrs b..... I have been to Bali twelve times in the last 5 yrs and stayed at various villas / hotels, including the hotel you are booked into.
You are right in your thinking that you are paying for location at Bali Garden. It is quite close to Kuta square / Waterbom Park area. If you are happy to be in Legian (which I prefer to Kuta) then have a look at Kumala Pantai Hotel ( do not confuse with Kumala Hotel....much worse, but just around the corner from KP).
The rooms are around 850,000. The hotel backs onto Legian beach. One of the joys of the day is to enjoy a well made, fresh breakfast in the open courtyard that has an open view to the beach, watching the squirrels run up and down the trees. A great way to start the day and to chat about your plans for the day.
The have two pools. The main pool is quite large for a budget priced hotel. It is surrounded by ornate statues and has poolside service. The second has a swim up bar if your mum feels like cutting loose !!
The rooms are a good size and clean. Towels and linen are good and air conditioning works well.
