I've stayed at the Hard Rock a few times and I've never noticed a lift to the pool area. There is a disabled access but I think that is a ramp for wheelchairs. Another option might be to catch a life to to ground floor level of the hotel and then it is possible to get to the pool through the spa area. They do have a sign prohibiting this but hopefully they would allow it due to the circumstances. I'd suggest emailing the hotel to check.
