a few years back in this area I reported it to the Banja when they came around to collect their monthly security fee. The next month the guy told me thay had caught them. They took them down to the river - dealt to them, ( he didn't actually say that but that's what would have happened) stripped them and threw them in the river. They then burned their clothes and bike so the poor laddies had to walk back to their lodgings in Denpasar bruised and naked. In the past they used a permanent solution but thankfully that seems to have gone out of favour.
