You've probably a better chance of getting something done if your friend gets your report in a email that you can actually translate via toggletext indonesia at www.toggletext.com he can then forward the report to the the local community reps (banjar) in that area and they will get something done, i've had to do something similar myself just recently,they'll catch the culprit as someone will know the person and talk to them.
