We stayed in a villa in March with a toddler and it was great. We could cook and do our own thing. We bought bread to prepare him lunches etc. You can hire pool fencing from "Bali Pool Fence Hire". They are great and will set everything up for you. The freedom of a villa cannot be beaten.
As for kids clubs, a previous poster mentioned that you cannot get them into kids club under 4 yo. This is true and you will need a dedicated nanny with them at all times.
Balis Best Babysitting is fantastic and it will save you the trouble of kids club. Get a great nanny and they can go everywhere with you. Our nanny was amazing and I wanted to take her home with me! My son just loved her and she could swim very well!! We had her come each day for 2 weeks and it was the best thing we did. You can do a search on the internet for them.
