I have taken the public ferry from Padang Bai to Lembar several times. The trip is cheap at Rp 31,000 for an adult one way and Rp 19,500 for a child.
The trip takes about six hours. If the seas are too rough eg 3 metre waves, the public ferries are cancelled and you have to fly.
