IMO doona covers are just that, a bag that the doona goes in and you zip/button/press stud the end. For this you can take your own material and have one made up by any of the tailors or they can send you to Alto Moda or material street in Denpasar and you can choose material and then get made up.
What you may be asking for is the actual doona being made ie wadding, elastic & cotton......not sure if you could export wadding out & then import it back in....could get bugs in it etc.& quarantine wouldn't like that.
