You are stating something very significant and as someone who has lived in Bali for a while, I frankly don't think you are correct.
There are thousands of foreigners who rent for long terms, one-year up to multiple-years. These foreigners do so with full knowledge of realtors, neighbors, police, etc. However, these foreigners "RESIDE" in Bali in full compliance of Indonesian immigration law and do not violate the terms of their Visa. That is what is important to immigration officials.
Your story about your neighbors is the first I have ever heard of this kind. Is it possible you misunderstood the exacts facts and reasons for the people being evicted or deported?
Are you aware of any Indonesian immigration law which is consistent with the limits on the term of lease as you have described?
