I really don't comprehend what you are trying to imply by your strange post. The regulations pertaining to licensing are quite clear-cut and totally transparent. There is NO chance of an unlicensed driver offering a "bribe of cigarette money proportions" if pulled-over at a police road block. The fine is substantial - in fact out of the reach of most unlicensed drivers who have been caught - with most opting for a term in prison which is alternative to paying the fine. If you are riding in an unlicensed vehicle which is pulled-over and impounded, you will need more than "cigarette money" to find your own way back to your starting point.
