If you just want to buy the usual market clothes that are everywhere then Ketut & Dianne are probably pretty good & no bother about bargaining. Haven't bought much from either but what I have bought has been pretty poor quality fabric (dye leached when washed at home in cold water & thread used in stitching just died after a few gentle washes - had to sew over all the seams). But great places to buy Bali clothes just to wear in Bali - or when gardening at home.
For clothes that you would actually wear back home check out the Animale Factory Outlets in Kuta (NOT the one in Kuta Square) & near Bintang Supermarket in Legian/Seminyak. MataHari etc - heaps of places to find quality clothes which the market shops tend not to provide. Masses of places with nice, cheap clothes around Kuta/Legian & it's fun finding them.
