international licence?

Hi - should my husband arrange an international drivers licence here in Australia if he decides to hire a car in Bali? Wants to surf all over the island so not sure of viability of hiring a car vs. hiring a car and driver. He could take his own straps to strap board to roof. thanks in advance.
