Naturally if cleaning is going on you don't get in.
However if it is a little before the "official" time and people are reasonably quiet, I have not seen an issue.
This is in the mornings.
At night, common sense will prevail, and if it's reasonable and quiet use it will be dealt with differently to rowdy groups.
