Means you just take carry on.
You can take checked in luggage if you want but you have to pay for it.
You have the option to do either.
The carry on luggage option is always the cheaper alternative & airfare will be slightly less in cost.
There is no flight that has "no checked in luggage at all"

If you click on the airfare you get:
