It would depend on where you were staying to a degree but may I suggest the newly built two story Hitana Restaurant at Niksoma Hotel in Legian.
It has two levels with the upper level with sea views and a balcony for those who like to smoke and have a drink outside, the inside settings are beautiful with plenty of glass to allow the views and (aircon).
My wife had her birthday party there (34 people it can hold much more than that) and it was very good service and there were no complaints about the food, it was very good, all guests were able to pick from the extensive menu with the average main meal with a desert costing around $20nett. per head.
Coctails were 2 for 1 all night and beer was not expensive wine like everywhere in Bali is pricy.
The management at this hotel can arrange the weddings and reception and give all inclusive prices if you wish.
