The Billabong factory outlet is just past the Galleria shopping centre (the one near the big roundabout). Your taxi driver should know where. There are others situated along that strip. You can easily walk to the Galleria from outlet. Surfer Girl & I think Quicksilver is next to it is not far from the Bali Bakery. If you are coming from the Bali Bakery there are a set of traffic lights and if you turn right they are a little way along on the left. Hope this makes sense!
