I did email him to ask why he needed them, and he said it was so he could provide the numbers to the Harbor Master. He said it would save time to have it done in advance, than to do it when we got there.
And he did say that if I was uncomfortable with it, we could wait until we got there.
I think this is a valid reason, and feel confident enough in this tour operator, that I think I am going to go ahead and give him the numbers. I would be happy to save some time when we get there, not having to fill out paperwork.
