We were in Bali during Nyepi in 2006. Ogoh Ogoh were lined up along Jalan Legian from Bemo cnr back up to say half way from Melasti. They were on display for a couple of hours, and then the parade started about 6.30pm (give or take for "rubber time"). The parade then went on the Jalan Bakungsari, and then down through the markets and on to the beach. It was a fantastic sight - very colourful and noisy.

Everything shut down about lunch time that day - roads closed as well - and then Nyepi was the next day, and then the day after that there was a big fair type thing down on the beach near the markets - a bit like our Show days. All the locals were celebrating and having a great time.

Most shops and restaurants then opened the day after that - if the shop keepers hadn't gone to visit their families in the villages .

Well worth the cultural experience.

Not sure how it goes these days with the extra traffic and people around Kuta/Legian. I'm sure your hotel would have information.
