You can either pay your VOA in Aussie dollars and get change in rupe for the taxi (not a plan that I support a lot), or preferably pay in USD25 each, and then change say a $50 note at the money changers just after customs.
This will get you plenty for the taxi and some initial spend, and enough to get you to the authorised money changers around Kuta/Legian/Tuban wherever, where you will get a slightly higher rate than that on offer at the airport.
In Aus you will be lucky to get high 6000's low 7000's, which is not good plus the exchange fee where applicable.
