First up, I'm a smoker! The penalties and rules as stated seem a bit over the top, I'm not against reasonable bans, possibly they should adopt similar to what's here in Aus and other countries!
As most of the restaraunts are "open air" you would probably find that the fumes etc from the passing traffic does more damage than second hand smoke!
