Indonesian public holidays are observed in Indonesia regardless of the religion, and that includes Bali. The public holiday for Idul Fitri is on 11th September and all banks, government offices, and some shops will be closed.

In addition, many Muslim owned shops will close for Idul Fitri and between 9th and 19th September, and others will have staff shortages as staff return to their home islands for the celebration (like going home for Christmas).

There are many muslims in Bali, they are not 'counted' as part of the population because they come from another part of the country. But you only need to listen to the languages being spoken to realise that a good percentage of those in the tourist areas are not Balinese.
