You are paying for a service that is quoted in other than A$. So you are offloading A$. How can you be doing anything other than SELLING the A$? They are accepting A$ for a service that is quoted in US$. How can they be doing anything other than BUYING A$? The same as when changing money.
Many things in Indonesia are quoted in US$, but most people don't walk around with US$ on them. They pay in RP equivilant of the US$ price. This is what I was told when I paid VOA in A$. I was quoted the fee as Rp230 000. No mention was made of US$. As soon as the oficial saw I was paying in A$ he said 230000 Rupiah. I handed over a A$50 and recieved Rp170000 as change.
