I always pay the VOA in AUS$ and you get the change in RP which I use to pay for the taxi from the airport. It's easier than changing it before you go and you pay a fee for changing it in Aus anyway so no difference to getting a lower airport rate in Bali...
The money changers will be open at the airport when you arrive but unless you really need to change it for that night, I would wait until the next day and get a better rate.
I don't think there will be any supermarkets open that time of night but a 'Circle K' (or similar convenience store) should be, depends on what you need. Supermarkets usually close about 8pm(ish). Matahari Supermarket in Kuta Square may be open later but I am pretty sure it will be closed by the time you get out of the airport. Other businesses are open until 9 or 10pm, except restaurants and pubs/clubs of course.
