I have had tattoo's in Bali and was told that I was not to drink before coming in. I did check out many, many places before choosing the place I went to. And as others have said, I had to choose a brand new pack of needles and open the packet myself. The tattooist used antiseptic on me and all equipment was sterilised. The studio was very clean and tidy. I would have no qualms whatsoever about using them again if I decide to get more.
Of course, there are risks associated with getting a tattoo, no matter where you get it. And, there are other ways of contracting HIV. Getting a tattoo is not a decision to be made recklessly or without discussing it with the tattooist before getting it done. Sadly is does sound like the young men were very reckless in their actions when drinking (I don't like stereotyping, however that does seem to be the pattern of the Y generation these days. Not saying ALL Gen Y's, just most). I doubt they actually chose a proper tattoo studio, probably just someone on the street, most studio's I have seen in Bali are closed at night.
I got drunk plenty when I was young, however I would never have dreamed of getting a tattoo whether in Bali (and I was in Bali at 18yrs of age) or elsewhere! I did not get mine until I was much older. I am not making a judgement, just saying it is sad that young people have the perception that they are "bulletproof" and life has no consequences...Sadly, the young men have discovered this the hard way.
Sorry, I can't help you with who would do eyeliner tattoo's though, I have never looked at getting it done. I may look out for it now though... :)
