only a proper look by a notaris or someone specialising on such transactions can comment on that.
However, the sort of money indicated does not seem to be anywhere near the market price fo 20 year lease with "normal" apartment lease arrangements.
One would expect this to be rather more say 150K - 180K (USD) for a deal like this.
Perhaps it is some sort of timeshare or other type of purchase??
