Some more info from Phil (received in an email received after my initial post)
"All operators recently tried to work together in fixing boat published prices and agent rates, however they never could, in fact it actually did the opposite and started a price war between the boats that are struggling.
We work on a win, win win, situation, where the customers get the best but cost effective prices from the proper tour operators like ourselves who have offices, that agents get enough comission for us to maintain accurate information and pricing on the internet, and will hopefully put off the street stalls into miss selling, and the extra costs do not put the real operators into not making any money."
