You must have been lucky...customs charges the duty payable on each stick as the call it, not by the packet.
I emailed customs to enquire how much duty would be payble on say 1200 cigarettes and they informed me the duty is payable on each stick,it was still less expensive to bring them in to Aus and pay the duty than buy them in the supermarkets in Aus, and yes your duty free allowance of 250 is included in duty payable.
