The prefix 01016 as mentioned by balione can only be used with a Mentari SIM card.
It works by connecting you to a cheap telephone circuit. Sometimes this circuit is busy, so you do not always get through.
Using the Mentari prefix, calls to Australian landlines only cost me Rp 1,000 per minute.
