Most folk I know work on a minimum budget of $20-$25,000 per year.
Food may be cheap however there are still things such as rental contracts, health insurance, medical costs, electricity, water, phone, internet, visa costs, banjar fees, transport costs, entertainment money and YES rubbish removal to be paid.
You can offset these costs by buying a house in the cheaper areas. You therefore have a one off cost of $50-$100,000 and set up costs of about $10-$20,000 for things such as furniture. Living costs could then fall to around $15,000 plus per year.
