I was in Bali during this time in 2003 and it was just nuts. Traffic is ludicrous and it's quicker to walk anywhere than go by taxi. Most businesses seemed to stay open, but I did find that a lot of the wholesalers along Jl Double 6 were closed for a few days. As others have said, some will close and others will stay open. It will all depend on the particular businesses you wish to deal with.
