The normal process is for you to report it to your own Bank who then go through the process of sorting it out. The bank which owns the ATM could normally not do anything for you. The bank in Bali may do something if you hassle them enough but they will be breaking with normal procedure, or sometimes it just takes a few days for the error to correct itself. Ultimately if they tell you they can not do anything they are most likely being truthfull.
Most australian banks have a number you can ring from overseas, have you tried to contact your bank they may very well be able to sort it for you?
Goodluck, but you may have to wait until you get home yo sort it, regardles I would ring my bank at home and be guided by them. :(
