It's a long way to go there and back just to see Tirta Gangga though. You're looking at around 3 1/2hrs drive each way from Kuta/Legian. Take off maybe 15-20 min from Sanur?
You'll only spend maybe an hour at the water palace though. It's lovely but there's not a huge amount to see there.
We went last year as part of an overnighter. Stopped at Candi Dasa for lunch on the way, checked out the Aga village at Tenganan and then went to Tirta Gangga where we found rooms at one of the little cheapie hotels. Cost us around $15 a night for fan cooled rooms and only cold water shower. Then the next day we took the scenic road home via Bebandem, Sidemen etc.
It was much more enjoyable than rushing it in a day trip. We paid the driver a bit more than two days rate because he was away from his family overnight and we paid for a proper hotel room for him at Tirta Gangga as well. So it did work out a little more costly, but certainly a more relaxed way to do it.
